讲述了竞选首尔市长的男主人公和其他竞选者之间发生的故事，将直指韩国政治圈的黑暗面。崔岷植将在片中饰演首尔市长。此外郭道元、沈恩敬也加盟出演。

影片以遭遇电话诈骗的40多岁主妇千方百计抓住电话诈骗组织头目的真实故事为基础，讲述在洗衣工厂工作的普通市民德熙（罗美兰 饰），抓住犯下170亿诈骗的电话诈骗组织的总负责人的故事。
